Help... How to apply bat's lid overlay, double layer

So i just got bats lid overlay for the headlights, and i got the double layer version and it came with 2 sets of overlays for each headlight...

Im just wondering whats the way to apply these.

Heres what im thinkin:
The non-colored overlay first, then when thats dry, apply the colored overlay..

i don't think it matters, i'd go colored first personally
