your gonna break that budget very fast. sure the tc lists for well under 20k, but after tax, tag and title fees, your much closer to 20k than you would think. throw in the cost of a body kit, and quality paint and fitment, plus some nice rims and tires, and your gonna be over 20k in no time.
also, since your 15, and this will be your first car, save your money because i know your think this is gonna be all fun and giggles, but your more than likely gonna crash it, hit something, curb it or whatever. all drivers go through it. so wait until you have atleast a good solid year of driving with minimal incidents and then buy some nice rims, and body kit and so on.
also, your gonna pay alot for insurance, sorry, just the way it is, and gas is on the rise, so cool your jets. also, take the time to outline your goals so you have a clear destination to focus on and research the parts you want to buy for it. and realize that there are pros and cons to almost every modification you make. that is why it is important to have goals.
oh yeah, and manuals are the best, period.

I myself just spent 3 months planning out what to do to my car after the motor blew but its all coming together and will be beautiful.
You dont want to put all that money into your tC just to see it "lost" when you accidently curb it or get into an accident because it will take some time to get a hang of the car, it always does.
Save whats left over, and then once you get a good feel for the car upgrade/mod it
(for example typically it will cost 2x or more than the body kit just for getting it on and usually even more for painting.... I have yet to see a body kit fit like OEM)
if you want my advice, i say start out with a few nice cosmetic mods that you can't go wrong with like security system, b-pillar appliques, door sill enhancements, blue interior leds, fog lights, rear sway bar, 6 disc indash player, and ofcourse, a good radar detector (very good investment).
wait until you need replace parts that wear out and upgrade them. in abou 20k miles when your tires are wearing thin, then maybe upgrade them with a better wheel and tire combo. somewhere over 30 k when your brake pads are thin, replace them with upgraded pads and rotors. if a light burns out, put in some neat new bulbs that suit your tastes.
my favorite mods have been cold air intake and exhaust. sounds great! if you have any questions feel free to ask me on pm or instant messenger.

LEDs cost a couple bucks. Not hard to change out either, there are a ton of DIYs on it. Depending on what you wanna do though. Some are simply pull them out, put in new ones while with others you would have to solder them in. Soldering adds a little bit of difficulty to the whole process but its really not tough. I suggest practicing a bit before doing it on your car if you've never done it before.
Go to radio shack and get a DIY electronics kit or a blank circuit board and some resistors, diodes, etc and play around with putting it all together. You could even take wires, strip them a bit and solder them to things.
It really isnt tough but always search around. If you wanna learn alot about interior lighting, do a LED search or hang around the Ice & Interior section of the forum.
Dont rush anything, make researching part of the fun. Hang around different areas of the tC Owners Lounge to learn whatever type of things you want to learn. And make the Search bar your best friend. I bet you everything you want to know, someone has already asked.
If you wanna know how to do something, check out the Tech section. Lots of DIYs there. Complete step by step guides on completing whatever task you want.

buy accessories from the dealer after you get your car, dont order it with a bunch 'cause that will only hike the total price and the monthly payment... and remember, DON'T be an impulsive buyer/modder, research and ask question, everyone will help ya
