Fawk the police, just raise it so its at the bare minimum height and carry a measuring tape wherever you go and if they try to sass you pull that tape out and show them its legal.

That would suck to have to raise it up, on trds the lowest part of the bumper is at like 5 3/4" off the ground. So 4 1/2 defiantly wouldn't be tucking.
