Of course, as we all know, having your vehicle set up illegally does NOT mean you are guaranteed to be stopped for it, only that if you ARE stopped, it's a free 'gotcha' for the officer to add to the list.

Is it illegal?? Ive been wanting to do this too, but dunno about legal issues here in FL...
Lights:
Your car must have the following lights:
* Bright (high-beam) headlights which show objects 450 feet ahead.
* Dimmed (low-beam) headlights which show objects 150 feet ahead.
* Two red taillights mounted on the rear, visible from 1,000 feet.
* A white light that makes the license plate visible from 50 feet (The plate must be kept clean).
* Two red stoplights. They must be seen from 300 feet in the daytime, and must come on when the foot brake is pressed.
All vehicles, including animal-drawn vehicles, must have at least one white light visible from a distance of not less than 1,000 feet to the front. They must also have two red lights visible from a distance of not less than 1,000 feet to the rear, or one red light visible to the rear for a distance of 1,000 feet and two red reflectors visible from all distances from 600 feet to 1,000 feet.

Should have left a 'shadow post' in Scion xB Aero & Exterior so folks following this could find it again...
Except for the fact that it seems people don't believe that the state laws follow the federal laws on this (FMVSS) so they can keep getting federal assistance funding for their highways, this could have ended with one answer: It's unlawful to sell a new vehicle that does not have white lighting for the rear plate in the United States, and it is also unlawful to change that to any other color once you buy the vehicle.
Dosen't mean you are guaranteed to get stopped if you do it, just means that you can be.
Since it is about changing light bulbs, maybe it should go into maintenance so EVERYONE can see it.

It's in the manual. Not the best description, but it's there nonetheless.
You just have to pop out the two plastic access panels on the backside of your hatch, then twist out the bulb assembly--just like you change any other exterior bulb on the tC.
Changing colors is illegal. It will just depend on when you get pulled over, and how agreeable the cop is feeling that day. And supposedly, it is a 'license display violation,' and can lead to up to a $300.00 ticket.
However, if you stay within the White range, you should be fine. I have cluster LED's on my license assembly--it's a much nicer, whiter light instead of the yellow stock lightbulbs.

Here are some pics of my lights, these are pretty old, I highly suggest that you don't go with LEDS since over time due to the shock of the hatch opening and closing the LEDS tend to "die out", I rather buy bulbs over LEDS for this mod.

I just switched my bulbs out to LEDs. Took all of 30 seconds to do. I know some people have had problems with the switch, but I find it extremely easy. To be on the safe side, I would use either amber or white. Unless you plan to swap them out for shows. I will post pic later.
