Like the tittle says. My ground effects was installed by the dealer. I wanna know if I could remove it and put the RS1 in it's place or do they remover like half the bumper to put it on?

It will work, it will cover the holes created by the stock lip, so you should be alright.

 

I think the ABS lip kit is the same as RS1 kit.

I'm a technician at a Toyota dealership in Chicago and have experienced installing OEM lip kits on tC's. From my experience, I know that when you take off the OEM lip kit, there will be slots in locations of the front bumper where the RS1 lip kit will not hide. You will need to fill in the slotted holes and repaint the front bumper if you want a clean appearance. If you look closely at the top edge of both front lips on the bumper, you'll see that the OEM lip kit mounts higher on the front bumper. I thought about getting that RS1 front lip kit but anticipated about my OEM lip kit already slotted through my bumper. Ever so often, I check on ebay for low price OEM front bumpers.
