You did just answer your own question. The reason for state inspection is to see if your car is A) Safe to operate on roads and B)Complies with Vehicle Code. That being said you probably could find someone that would still give you the sticker.... Not saying it's ethical but it is done.
I'm in PA to and Lets be honest here there isn't an amazing difference between 20% and 30% tint. other then the 30% is less likely to get you a ticket. If they both cost the same and look nearly the same then why even risk the hefty ticket for and extra 10 percent. When i get mine done next month i'm probably going with 20% in the back and 30% on the sides. Main reason being is when i asked "what's the darkest i can go without a ticket?" I was told about the tint law in PA which is very much in the cops hands. Cops are much less likely to give it to you on a 30% as they can see through it.

i live in SW FLA and the legal % is like 25 or 35 not really sure...i have on my SW TC 5%...and boy is it DARK. i love it. at Noon on a sunny day you can stand 3 feet from the car and not see if anyone is in it. sooooo illegal..but it is a BIG PLUS to have a family member a local Sheriff!

keep in mind that the tC has black interior, which makes tint jobs look darker. So you can go with a 30-35% and it may look darker (like in the 20's). Its black on black. Mine is 35% and in ohio you can have as dark as you want in the back windows, but can only have 50% on the front. So that being said mine are illegal, yet I have not had any problems with cops yet...knock on wood.
I have 15% on the back and 30% on the front. It is a good combo and I really like the way it turned out. From what I understand cops in Milwaukee really don't care about tint. Its when you get out to the stick and burbs... then you are more likely to get in trouble.... Also, WI does not inspect windows, just exhaust.
I have heard the trick of a good tint job is to have the black out the back which will in turn make all the other windows look darker. In TX you can completly black out your windows that do not contain doors.
I just got my windows done on saturday and I got 35% all the way around. I wanted 20% but the guy was telling me that he did a TC last week at 20% and it was hard to see out of because of the dark interior. It looks good at 35% and I'm not being harassed by cops, so its all good.
man.. i love mine at 5% but in sunny south west florida the sun is usually always shinning so i have the sun roof open letting light in or windows down. night time it is cool here so windows down. but its not all that hard to see at night with 5%. yes hard going from stock to 5% but you get used to it

Here in GA we have no tint law at all right now. It's still being debated in congress and I'm not sure when it's going to pass. But the old law was 35% on the sides and anything % on the back. We don't have inspections here either. The only way you could get a ticket for it being illegal, would be to get pulled over for somthing else or a roadblock and then the officer see's it and says something about it.

i just got 35% on the front and 20% on the trunk window, and i am really wishing i had gotten darker all around, but it is kind of nice because in TX i am just at the legal limit so i have no worries about that. and i am pretty sure they don't check at inspections.
