Maybe a super noob question ahead, sorry to bother...

Can a Apex Super VAFC II be use to tune the VVT-i?

I don't believe so... VVT-i can constantly change the valve timing throughout the RPM band vs that of VTEC that has 1 set RPM where it changes cam lobes. Something like the power enterprises cam con though, that can play with VVT-i.

So in short, I need the Cam Con to tune the vvt-i and the Apex Super SAFC II to tune the air/fuel...? WOW, thats like 600 bucks Then again everything costs..

actually i don't think so... i only looked at the camcon briefly, but i think you can just plug in the a/f ratio you want and it'll lean/richen the fuel map to maintain that ratio.

according to this you can control the VVT-I valve timing and adjust the a/f ratio:
