Default Header that fits under cover?

Hey all,
I am interested in getting a header for my car, but NC has emissions and I was wondering if there is a header that will fit under the stock manifold cover. I am pretty sure that the scion can pass the NC sniffer without a cat on, but I would fail visual inspection.
Thanks in advance.
