header question

Headers eliminate the catalytic converter ?
In the state of VA doesnt that mean that it will not pass inspection??

A header on the tC will eliminate the first (or pre) cat. There is another cat under the car just before the resonator. So you should (depending on how specific the laws are) still be able to pass inspection.
