I don't think a mid pipe is illegal. a modified exhaust will pass inspection as long as it doesn't do anything to the cats or isn't to loud. Even though a modified exhaust is technically illegal anyway (i think?) but as long as you don't remove any of your cats, o2 sensors, etc. or your exhaust isn't to loud you should be fine.

It depends on your state and how they do testing. The Megan mid-pipe eliminates the secondary cat converter, which technically is illegal in all states, but I doubt it'll be noticed during testing. If your in California, you have nothing to worry about until 2010 at the earliest, if you are anywhere else, the mid-pipe won't cause a CEL so you should be good to go.

I didn't know the mid pipe actually removed a cat so yeah then its definetly not legal.
And if they take a look under the car and they see that cat isn't there you will definetly fail inspection without question.

The good news is Megan designed the mid-pipe to include a smaller resonator about the same length as the secondary cat, and I doubt anyone will notice it's not a cat under normal inspection conditions (assuming the car isn't inspected at a Scion dealership). Honestly, I don't know any state that inspects under the car that closely to notice... I know they don't here in California unless you fail.
