Default DRLs for 08 tC Daytime Running Lights

I know this forum to be the best , educated, knowledgeable, and only recommends DOT Legal options...I am not trying to blind fellow drivers or get away with anything...

I wanna try a DRL on my daughters 2008 Scion tC...

the front is projector style with H11 and 9005 bulbs, there is a running light inside the reflector that holds a 168/194 or 921 I am not positive.

Fog Lights:

I did the corner fog lights, there is a stock cut out, there is a OEM option so I believe the location is legal and such, it has glass and metal (Aluminum) , as the lenses are clear H3 55 watt Narva Amber bulb (although a 85w would be ok, buy probably not legal?) , most of these fogs offered are plastic for $45, I found Glass and metal ones for $60, they are switched with a Toyota style rocker, and are on inline fuses and relays.

So to the DRLs question....

Option One:
I thought about wiring the running light as a DRL? So the 921 would be on all the time unless you turn on the headlights and or flash the bights, just like stock but stock has the running lights come on at position one, like a European Cibie "City Light" that are usually always on when headlights are on. All would be fused and relayed.

Option Two:
There is also a alternate way to do round Fog lights instead of the corners, there is a upper and lower grill, there is lower grill mounted round fog light option, it was also offered OEM ( Toyota/ Scion part number PT413-21050 ) so I believe it to be a legal option as a fog/ driving light,I can find them in Glass and metal, again fused and relayed.

what is the better DRL option? are both safe? and are both legal?

RSVP and thanks for helping the Nubie, I am not a lighting Nubie, just a Nubie to this forum...
