it is illegal, but it probably wouldn't be a primary offense, officer would only notice it once you get pulled over, and ofcourse, if your state has inspections on a regular basis.
and then, you know, heaven forbid, you should crash, and your aftermarket steering wheel fails to deploy, you like die or something, because you wanted to be cool and what not by removing safety equipment from your car. it is up to you whether or not risking your life and breaking the law are worth it.

no way, aftermarket ones turn like 20% more, and have like less rotational mass, and buttons for your two stages of nitrous, and a flat bottom for steering with your knees! you know, everything you need to be a terrific driver.

The purpose of an aftermarket wheel is for true race track use. Off the track, there is no point.
A smaller wheel diameter means that you have effectively increased the steering response (since less hand movement results in greater turning). For track use, it can be useful. For street use, an competent driver should be able to compensate with our stock wheel. It's not THAT bad. And if it's really such a big deal, there are plenty of OEM Toyota wheels with airbags that can be rigged up to work.
But again, for all the super go fast naaaaaaaaaaaaaaws people. . . it goes hand in hand with the oversized wheels, big spoiler, and billions and billions of stickers.
