Default Fuse/Blank Panel Removal

Ok, im installing an underdash LED kit, and i am to the point where i need to install the switch. I know there are open spaces for a switch on the left side of the steering wheel. A few places ive read say to pull out the "fuse panel" cover and push the switch cluster out to install the switch. Well, when i go to pull the cover off, it doenst move and i feel like im going to break it if i just rip it off. Am i doing something wrong?

just pull from the opening should pop right off i broke the little tabs on mine before trying to put it back in not hard to fix if that does happen
