Default Problem with fan speed controls

Ok, so today I drove to my cousins house and when I pulled into his driveway I noticed that I could hear the sound of air which was kind of strange because I normally keep my heat/ac on the lowest setting.

After playing with it for a while I noticed that the first (I think its four notches) half of notches in the fan speed control are all the same, so it goes from on to 4 to 5,6,7,8, the indicators show up that I'm cycling through 1-4 but the speed of the fan doesn't change. The problem seemed to fix it self on the way home for a little while but came back.

I tried disconnecting the center console as well as resetting the computer by taking off the neg terminal, but nothing worked. Just an FYI, I recently took the advice of one of the forums on here and made my own cabin air filter, but I don't see how that could have effected it, though its strange it happened 3 days after I put it in. Next thing is to take a look at the circuit board behind the controls, though I'm not exactly sure what to look for besides anything that looks burnt. Any suggestions would be really appreciated!
