i skilled that step
everything else i did and the lights are not turning on...

Well I'm assuming you mean that skipped the stepped where you ground the connection. You need to do that or else you run into the problem you have now; it won't work. I'm not sure how to explain it better then the directions are put without actually being there and pointing it out to you. Maybe ask one of your friends or parents for help?
Well kids remember...

Maybe Randode just thought that people who would be installing their own stuff had an aptitude for reading.
It really can't be that hard, can it? Red to Power, black to common (ground)? I dunno, maybe it's me.
After you hook everything up, are you putting the black cable back onto the battery?

LOL I just put my Randode lights in on Friday.......Great instrucions. I think this kid might need a couple of pictures to help him out. Your lights aren't working because you skiped the grounding part. Maybe Randy or another Scionlifer will post a pic of the screw for you.
Not related to install, but just from my personal experience.
The lights are decent... but the quality of the invertors/ballast (the little metal box) are cheap.
I've had 3 gone bad on me. You would hear a hissing noise from them. Then you can smell burning plastic.
