$600, what to spend it on?

i'll say start with a search, ive seen a thread on the best setups.. but other than that, im no expert..

Get it lowered first. im sure you can get it lowered for under 400 "if you got to a shop or do it our self" and that 200 can be spent on a Intake or Exhaust

but yea, the suspension work will make your car drive better and of course lowering it will give it an overall more sporty and agressive appearance. As for intakes, I like K&N. I'm lucky enough to have a dad that has a garage full of power tools. So my Celica and MR2 have custom home-made piping with K&N cones. Also, a hole and plug for the O2. The open k&n intake sounds awesome.
