Gunk WONT COME OFF my car =/

I park in a garage, and the paint (?) I really dont know what it is, dropped on my car. I can carefully scrub it off with my nail but that might cause little scratches that imma need to buff out, but that will take a long time since its 3 different streaks. I tried using Goo Gone, and it doesnt work and neither does alcohol pads. Anyone have a product in mind that will take this off?
EDIT: Its not fresh paint that dripped on my car if thats what it sounded like, honestly I think water from the ceiling dripped and the old crusted/chipping paint just dropped down with it.

I tried using Meguirs clay bar today, and it didnt work still. Ive used everything from goo gone to now clay bar, and this gunk still wont come off my car. And I cant scratch it off cause it would be really difficult and owuld scratch up my car. Any other ideas?

Check your local auto parts store and see what they advise for you to use. If its a water based paint you'll be ok but if its oil based you are in for a serious headache.

What kind of paint was it? oil latex?
alcohol pads and Mr Clean's magic eraser should never touch your car's paint.
try using Bug and tar remover and rubbing compound if that does not work. If neither works then bring it to a detail shop and have em go at it.
