The Post Office is part of the Federal Government, however, it is a separate entity that is self-funded. The Federal Government (your tax dollars) do not go to the Postal Service.
As far as filing a lawsuit for injuries for a minor fender bender, trust me, you did not win the lottery. The entire legal system seems to have cracked down on this type of abuse in recent years. I was in a minor accident about 10 years ago and the people in the other car both walked away with $40,000 from my insurance company. State Farm would not even fight it.
About 2 years ago, a friend of mine was rear-ended while stopped at a light. The damage to the car was minor, about $1,500. Her neck did start bothering her and she went to the doctor. She was put on meds and physical therapy. She notifed the other person's insurance company and they fought her and fought her. They investigated her, talked to her employer, her family and her neighbors. They showed up at her house with no advance notice and insisted on coming in to interview her for the 10th time. It was just one type of harassment after another. It took them a year to pay her medical expenses. They refused to pay for her lost work days and ended up offering just $200 for pain and suffering. She had contacted a lawyer and when he learned how minor the accident was, he told her that she would not make out much better after she paid her legal fees. In fact, he would not even touch the case as it was not worth it to him.
