It's mostly about privacy. Many things like name, address, and VIN, can be tracked through plate numbers easily.
For some people who do extensive modifications and pour a lot of cash onto their car, they would rather have their personal information omitted. While it's not necessary, it's a precaution some take to protect themselves and their cars.

The problem with license plate numbers is the person attached to them. Sure, you can walk around the neighborhood and collect a bunch, but what does it do for you? Here, for example, some psycho might get really ____ed off at the stuff you say on the forum, and track you down via the plate number.

I'm signing the papers tonight - 2005 Scion TC - black cherry - with black and maroon leather interior. I'm going to add the ground effects kit, fog lights, and security system as I can afford them! I'm thinking of getting the body custom painted with Chinese characters or something - not sure yet. I have $1K from Midas when they set my bimmer's bumper on fire. I don't know what I can get with that. This is my first brand new car ever - it's a bit scary - especially since it's a new model.
