Default Replacing Lower Front Grill Insert

I removed my top and bottom grill inserts in order to modify them. I removed both without any issues. I then dremeled out the existing grill and added my own wire mesh. Getting the grills back in has proved to be quite the task however.

The top one went in with some work but the bottom one I simply cannot get to fit. I even removed the wire mesh and tried to fit only the outer "frame" if you will. Nothing I can do will make it fit. I have tried flipping it over from what I originally marked as the top. I spent nearly an hour trying to get this darn thing back in and cannot. It's almost as if the grill is larger than the hole in the bumper now!

Please excuse my stupidity, but is there some trick I don't know about? I am at a loss for words as to why it will not fit again.

the outer lip of the grill is larger than the grill opening, it has the same outer and inner lip that snap into the bumper just like the upper grill.
