I wouldn't be surprised if an RSX-S with bolt-ons could take a S/C tC (that's if you keep the TRD S/C at factory setting and if it only has the estimated 200hp). Keep in mind that Cincytc ran low 14's with 250whp 262ftlbs (could have been faster with better tires), something that the RSX-S can do with bolt-ons.
In the end tC will win the price war, but the RSX-S will win the gas war. They both look good IMO, and it's really up to you.

Rsx-s will have better resale than tc sc - 99% of normal people would not want a semi-aftermarket FI on the vehicle they are buying. They don't care if it's warranted by Toyota - they just want a stock car.
I wanted to vote for tC, but RSX-S is just a better choice from the money standpoint.

rsx-s hand-down. with the rsx-s u get everything: luxury, sport, looks, power, u name it! rsx-s works extremely well with the basic bolt-ons i/h/e. trd s/c is estimated to only put the tc around 210-220 hp. rsx-s bhp is already there and with the bolt-ons, i wouldnt be surprised if the rsx takes the tc
The RSX-S is a great car, I also seriously considered it prior to making my decision on the tC. Consider these things, the RSX has not been redesigned since it came out, so its current body style is limited, big changes will be coming soon, will you be happy with it once that happens?
The RSX is also smaller inside than the tC is, so if cabin room could be an issue there is another thing to think on.
The RSX-S will run on 87 Oct. fuel, but to get the full hp you need to run premium. I know that the $0.20 per gallon (which is what it is in CA) does not seem like a lot, but over time, and this is coming from experience my last car was an 04 BMW 325ci - required premium, it gets expensive. Premium in So. Cal is now at $3.05 per gallon. Now, the SC specs may also require premium as well, I don't know, I had also entertained the idea of having the TRD SC put on my car when it came out, but if it requires premium fuel I won't do it.
Dollar for dollar your best bet is the tC, but it is a matter of personal preference. They are both good cars. Best of luck on your decision.

also Car and Driver's last issue included a 5 car comparison :RSX-S, Saturn Ion Redline, WRX (not the sti), SRT-4, and Cobalt SS. Results were as follow:
1st place: RSX-S
2nd Place: WRX
3rd place: SRT-4
4th place: Cobalt SS
5th place: Red-line
I know that the tC is cheaper BUT the performance of the RSX is better in all aspects: speed, suspension, acceleration, etc (vs. stock tC) and the S/C may never come out for the tC at this point. I know that RSX costs more but you can sell one used a couple years after you get it and still get a ton of money because they hold their value like nothing else out there.
