Sway bar has almost nothing to do with how your tires wear fyi.

You need aftermarket endlinks. If you have them, you need to adjust them so the bars run parallel to the ground when the car has full load on the suspension.

Yeah, I had a similar issue when I had the progress swaybar. The issue was the adjustment on the endlinks. Since it's a Progress sway, I'm assuming you're using the adjustable ones that come with the sway? To stiffen the sway, the endlinks must be shortened, and to soften the sway, the endlinks must be lengthened (due to the alignment of the holes). Once the endlinks were adjusted correctly (and even), the sway stopped hitting on the lower suspension on my car.

And RoboCop is right, you wanna adjust the endlinks with full load on the suspension, so its parallel to the ground.

And PS: You're in Milpitas? I love that area

be sure to use the washers included with the progress endlinks...there are instructions on how many washers to use on each side of the swaybar...

My TRD sway bar was rubbing against something because the bushing clamp was undone. I guess there was a bolt that was tightened down. Always look for the simplest solutions.
