Default Fitting 18x9.5 on a tc, Help please lol

So I bought a pair of Rota Grids 18x9.5 I believe the offset is +38? I'm wanting to go alot lower but they will not fit under the wheel well without rubbing like crazy. I like the way the front sits but I want the back to sit about an inch lower. I've rolled all the fenders, especially the back. With an Eastwood fender roller and using the phone book technique. The problem i'm having is where the bumper attaches where the fender is. If anyone has any solution to this it would help a lot. this is how she sits now....

Cut it. That is the only way to get lower. I have every single tab on my bumpers completely removed.

I used a wood file and filed mine down, but I still rub on it. Good luck!
