Unless he put outrageous mileage on his car in 9 months that is one of two things, driving the holy crap out of them, or he lowered and did not get the car aligned. Are they worn evenly?

Mine does not get beat on, but has had its share of hard driving, not to mention a lot of long road trips, and mine are still not completely gone after 32k

This is not always true. You can use it as a LOOSE guide... but more often, the tire wear number is most accurate when compared between tires of the same manufacturer. You could probably get a rough estimate out of it across manufacturers, but I don't think it's a set in stone kind of standard.

A tire with that low of a tread wear rating (180, or whatever it is) isn't going to last 40,000 miles.

finally someone sees what I'm talking about! and yeah, I didn't drive my car very hard at all, zero, I repeat, ZERO burnouts, maybe 20-30 hard(enough for wheel hop and some barking from the tires) 1-2 shifts. I suspect that my winter driving wasn't conservative enough for these crappily rated tires, you can't help but spin them in the snow.

they do suck but not because they wear too quickly...like i posted earlier at 22k, i'm now at almost 24k and they are still at about 30% left, tread wise. with the freakin' amount of miles i drive, your thread will still be going strong when i have to replace them
