1. is it normal for break rotor to look rusty? but shiny on where the pad suppose to touch it when breaking.
2. what are the factors that increase road noise? because lately i notice my car has loader road noise. i have low profile tires, lowered but used stock shocks, and even though did alignment at shop; it still has negative camber.

 

Yes it is normal for your rotors to get rust. Road noise is increased by a stiffer ride, ie. springs.
