trd springs and shocks and u rub with stockies!! i think thats imposible, i have 18s on h-techs and no rubbing, occasionally over train tracks ill rub up front,
are u sure its ur tires rubbing, and not something else making noise, you should check ur wheel well to see any scuff marks, that should prove it!!

sway bar has nothing to do with that... here are ur options
1. inspect shocks for oil/nitrogen leaks
2. inspect springs are properly seated in correct location
3. replace shocks.
4. use 17 inch rims with better offset

I said the sways because now it's not the rubbing that worries me =/
distinct metal cringing noise everytime I take dips.

oh that noise?!?!?
oh i hear that every bump its just cold winter. happens to me every year it sounds like the shock bolt is loose but its just the shock reacting very slowly due to the high viscocity from the cold weather
