I was thinking to change my Scion tC RS 9 rear bumper for a RS 10 rear bumper.

Thoughts on that?

A lot More than just the bumper. You are talking the Bumper Cover, the Diffuser, the Exhaust system, plus the Paint.

And One Other Small Item:

Unfortunately, ALL Release Series Items are RESTRICTED PARTS Available Only though the RS Owner's VIN Number

This Topic was discussed over 10 years ago and the Toyota / Scion Policy Remains the Same:

"RS parts are never released to the public. They can only be ordered through a Dealer, using the VIN # of the RS"

These Parts are Not Listed on the normal Toyota/Scion Parts List.
RS Parts are Special Order and Paid in Advance. You can Verify that with your Dealer's Parts Department.
Without the Release Series VIN, you are Not going to be able to get Release Series Parts.
