Performance Exhaust on 2006 xA
I have been told that that Borla is not available on the 2006 xA (in Atlanta specifically). After some discussions with engineers here at work (won't say who we are) the issue is the double oxygen sensors (before and after the cat) and the onboard diagnostics (OBD). In Atlanta (which is all of N Georgia), if the ck engine light is on, you have to get the problem remedied before you can pass emissions and get your tag renewed. Messing with the exhaust could cost you $600 per year once you are thru the new car grace period trying to fix an unfixable problem because you tuned the exhaust. As much as I would love the buttery sound - I pass.

The problem you are refering to with the O2 sensor or A/F sensor only exsists when you add a header and/or eliminate the cat or in some cases a pre-cat. When you do this your CEL will come on because both sensors are reading the exact same exhaust. Cat back systems don't usually eliminate the cat. You are correct when you say the Borla isn't available for 06. We aren't exactly sure why it's not available but we are checking into it.

Follow up on exhaust
I would be interested in what factory performance exhaust system is available for air quality non-attainment areas (Atlanta, Houston, LA and others). I am an engineer at EPA in the Regional Office and checked with our mobile source expert on this. He made it calear that it was risky to mess with the factory exhaust and pass the emissions test here in Atlanta. Any suggestions?

I'm really confused as to how replacing the cat back exhaust system would affect your emissions as long as it has a spot for your second O2 sensor.
From the cat back, the exhaust system is basically just routing and slowing the exhaust gases down a little to produce the "muffle". After the exhaust leaves the cat it doesn't undergo any further scrubbing of CO, VOCs or NOx, and changing the diameter of the piping still won't change the actual PPM values of the gases, just the speed at which they're moving.
Headerback exhaust systems are a whole different story.

As long as your cat is working properly what comes after it doesn't matter. Now too much flow in the exhaust will actually hurt a N/A car or hurt the performance. When you open up the exhaust you reduce back pressure. If you bring it down too much you'll lose power because the engine actually need some back pressure to run properly.

2006 xA's and Borla exhaust
Yes, I am a Noob, and this is my first post (so excuse my incompetence)...but I wanted to clarify that there is a Borla axle back option for the 2006 xA. I know, as I just had it installed on my 2006 xA last week. It sounds awesome.

That is very good news... next spring (starting sometime in March) i'm starting to mod my xA out... a ton of stuff to do, but my biggest concern was the exhaust system since it has slightly changed. I was afraid Scion may have "grandma'ed" the car but after looking under the car and comparing it to the 05 xA, all is well....

I bought my exhaust from PerformanceCenter.com. It is part number BOR11742, and I paid $375 shipped (that may sound like a lot, but once you hear it, it is worth every penny). I would highly recommend them, as it comes very well packaged in foam, so there is no chance for the exhaust to get dinged up before you install it. The best part was that my local exhaust shop installed it in 10 minutes for $30.
