D.I.Y Voltage stabilizer

hello everybody.. i am currently trying to diy a volt stabs , well it seems tat my V.S was not very successful, so i hope u guys or galz out there can help me out. Jus some Caps wont do any volt stabilise, theres more into it..
I believe the following link will describe the basic concept and/or construction of a voltage stabilizer. Unfortunately, the circuit described in detail is for 10 volts, and I believe it is for lower amp draw, (such as a stabilizer for an electrical gauge or fuel level indicator ??)
