You said we couldn't use anything that would ADD power to the engine, then listed things such as intake and exhaust.
The stock intake and exhaust systems inhibit horsepower, by upgrading them your only ALLOWING or RESTORING horsepower to the eninge.
My uncle taught me somethings about engines and power in general:
Higher compression, aggressive cams etc., MAKE power.
Intake, Exhaust etc., ALLOW power.
A tuborcharger, supercharger or Nitrous ADD power.
What would I do to make my vehicle more reliable? Never surpass 3500 RPM and properly maintain my engine and transmission....

Yea you could never shift passed 3500 rpm....but still there are things you can do to a engine (ANY ENGINE) to make it more reliable....case in point 3rd generation RX-7 engine....ticking time bomb.....someone that actually knows what there doing with that engine knows and understands that before you can add power to that engine you have to make it better then stock and lower the damn engine temp....I feel this is my best example
