Default overheating?

ok so my 2005 xb can't seem to cool itself down once it gets warmed up when the outside temp is 90 plus.. i have a scanguage and it typically runs normal at 180. but when im creeping in traffic it heats up and i can hear the fan kicking on but it can't cool itself down. i had the light come on 2 times this summer. so i need to do something quick because i can't keep driving it if its gonna keep overheating.. any suggestions on where to start?f btw the coolant is at the max so im not low on coolant. is this possibly thermostat or water pump?

190 is normal, is the dash light flashing red? If so, then replace the thermostat. In the mean time crank the heat up and roll down the windows so you dont cook yourself. If the dash light is not flashing red, yeah its notmal for it to creep up to 200 or so til the fan kicks on. The fan just keep the car from over heating, not running hot.
