P0117? Changed Engine Coolant Temp Sensor but Code Still Show up..

I Replaced ECT Sensor, Radiator, Thermosat, and Hoses. Still Overheating🤷‍♂️
and I can hear fan running nonstop while I'm driving, but this time the Radiator light is Not Blinking at all🤷‍♂️

Hmm maybe the thermostat isnt opening. You can test yours by putting it water and bring it to a boil you can see it open up. Maybe you put it in backwards? I can't remember if that possible. Is the water pump area crusty?

This is a definite possibility. You can have the correct amount of the proper coolant, a perfect radiator and heater core, a functioning thermostat and if the coolant isn't flowing, nothing is going to cool. The OEM water pumps generally last 100,000 miles or so. It's also a pretty easy part to change out. Do yourself a favor though, get a decent quality (OEM is best) replacement pump if it is bad.

To see if it's the water pump, get the car warm, then (gently) touch the upper and lower radiator hoses. The upper should be hot and the lower should be cool. Both heater hoses should be hot.
