You'd have to make an entirely new face with translucent numerals, solder in red LEDs, and wire a blue LED to cast onto the gauge face. That's a lot of work.

There is a problem with a design like that. The speedometer needle isn't long enough to reach the blue so it wouldn't be seen. If everything is pulled in so that it does reach, it will probably look cluttered. For this design to work you'd need a new needle. It might be better to leave the numbers on the outside of the blue so you still get the color scheme and it will be functional.
