how do i wire the fogs to come on with just the parking lights and still have the ability to turn them off and on. thanks for your help

wire in an interrupter switch , basically a switch to turn them on and off when power is sent to them , that or you could just hardwire them with a switch and be able to turn then on and off WHENEVER you want.

I rewired the fog lights. I used Inazuma's schematic (Thanks Inazuma!), and used a relay. As opposed to using a positive source from the ignition, I opted to use the parking lights as my positive source. So now as long as my parking only, or headlights are on, my foglights can be turned on or off, regardless on whether or not the car is on. I opted for this wiring since I didn't intend on driving with the fogs alone, and the parking/headlight reminder will chime if I turn the car off with the lights on.

Do you still need the relay in the fuse box this way or does the relay in the pic take it's place?

The relay is in addition to the existing one.

thanks guys. i kinda figured it out but now they stay on when the key is in the off position. and i sometimes forget to turn them off.
