if the universal instructions are overly complicated, i dont think we will be of much help. in fact, i would seriously suggest you taking this to someone that know a little bit more about electrical work, i.e. what a relay is.
as i have no experience with a Tc, i would assume that the foglight wiring is already there, like it is with the xB. the way i did it was by tapping the stock foglight wires with my aftermarket lights. this gave me access to the cabin without punching a hole in the firewall. i hooked up a relay with an inline 15A fuse to the foglight relay socket that was already there but wired up the power through the switch, tapped off the cig lighter, instead of the stock switch wiring. if you wired up the relay same as stock, you would need to use the stock switch wiring which only allows you to have your fogs on while your lowbeams are on.

Where do you live? maybe I can help you, I'm in Cali. if you're not, I'll take pics of how I wired mine on my tC. It's quite simple really, this was my second install of after market foglights, let me know.

I just bought Hella DE projector fog lights for my FM 05 tC too. One thing I found out is it's hard to access those two side openings from the outside. you may have to remove the bottom splash shields just to get the hole covers off. There also seems to be no handy structure to mount a fog light bracket to behind there. I might have to support the fogs entirely off the snap on covers. I might end up removing the entire front bumper cover to do a decent job. Tell us how your's go and maybe I can use a few pointers for when I do mine.

Here are some pics I took:
Here's the red wire that connects to the positive terminal:
The red wire that connects to the positive terminal has a fuse connected to it
(yellow circle) I grounded the black wire here (blue circle)
This is where I tucked the wires that need to go underneath the stearing colum (orange circle)
Here's a soom in view of the previous pic (green circles)
Here's the opposite side of the previous pic, where the wires will tuck through
(black circle)
This is where I grounded the other black wire that connects to the switch (red circle)
Finally, this is where I hid my switch, I didn't like the one that the fogs came with, so I bought this one at Pep Boys (brown circle)
This is where I first mounted them:
Then I mounted them here:
Oh! I found that the wires that connect to the fogs on the passenger side were too short, so I had to use wire from an old fog set I had to extend them to make them reach, I had to cut and re-connect, hope you guys don't run into this problem. Hope this helps out.

only one thing: when running wires into the cabin from the engine bay, make sure to go through the grommet..as in put a hole in the rubber to pull the wires through....if you go around the edge of the grommet, the pressure and vibration will push the wire edge into the sheet metal eventually cutting through it and shorting the fogs
