Is there a way to redo the wiring for the xB so that the fog lights can be turned on while only the parking lights are on without having to also turn on the headlights?

that should be simple....Get a volt meter and test for 12volts when the headlights are switched on...You find that wire and cut it...Take the wire you just cut coming from the switch and connect that to the wire that reads 12volts when the parking lights are on.

That should be it.
