Default Power Steering out at slow speeds

I have a 2005 xB with around 240,000 miles on it.

Last weekend, we took a trip about an hour from home. When we left, everything was fine, at the freeway off ramp, I had no power steering. No warning lights were on. Once I got up to 15-20 mph, the steering felt normal again.

What should I look for as a cause? If the PS is out completely, it should be stiff to steer all the time, right? At speed, it doesn't feel any different than it used to.

does it have enough ps fluid in it?

check for leaks around the pump, hoses and rack and pinion areas
