my opinion is these is this:

get a reasonably cheap set from somebody on ebay and take them apart, make sure the halo's are glued in properly and then reseal them to prevent fogging.

I personally bought a reasonably cheap set from bombeffect on ebay. I've had them for a month w/o any problems...until I washed my car on saturday, ONE of them fogged up a little bit. so I'm just going to take it apart and reseal it, no big deal cause they were cheap.

try twisting the bulb's connector, not to the point where it will fall out, but until it produces a closer to level pattern. park about 20 feet or so from a wall on a level surface at night, turn on you lights and then twist slightly to aim.
