Good quaility grip tape will hold up fairly well in different types of weather. The biggest problem I see is that when it gets dirty from rain and snow it will be hard to clean. Otherwise, it'll stick forever and shouldn't fade a whole lot.
I skateboarded for 6 years. When I read this post I thought about how genius your idea is. Grip tape comes in long rolls about 10" – 12” wide; go to a skate shop or the internet and purchase enough tape to cover the width of the bumper (about 2 skateboards worth). I've never had colored grip tape, but I know they make it; you can always paint it. You could even cut letters or symbols out of it and really make it stand out. I used to get my boards wet when skating in the rain or having my board fall into a body of water and I would have to say that skateboard grip tape, if you buy the higher grade stuff, can handle the weather. I would go 2-3 months with boards during my peak and the board would crack well before the grip tape showed any kind of wear. I would suggest to maybe paint the rough side with a clear coat and then add some krazy glue in strategic places on the glue side to make sure it stays down on the corners. One of these days I might peel the OEM stuff off and do this mod.

But seriously, grip tape is pretty easy to clean. I used to have a ramp in a barn and the tape would get packed with bird poo. A little soap, water and scrub brush would clean it right up.
The only problem I can think of with grip tape is that it tears crap up. I could see loading some nice furniture or some clothes or something in there and catching the tape.
On the other hand, clothes are cheaper than repainting my scratched up rear bumper.

oh, that's the stuff. I've never had it on a board, but it must hold up well to be "grip tape", right? I wonder if that works with real skateboarding or just that hippy long board crap. It'd be cool to not riun shoes so fast.

Yeah this is a dam good idea and i think it would work great.. The only problem i could think of is the possibility of it peeling up and taking off your paint.. Vinyl will not do that but sticky glue would.. Let me know though i'll give you a hand with it.
i don't know if I would use grip tape on something that is going to be out in the weather. I have kids bringing boards in to regrip all the time at my shop because they leave em outside and the tape starts to break down. Good quality grip tap like Black Magic would last longer, but I wouldn't trust it too much.
There is this stuff called Grip Gum that cleans grip tape pretty decently as long as it isn't ground into it.

If you use grip tape make sure you get all the wax off the bumper before you put the tape down. Grip tape will peel up and curl if its on a waxed surface. We've found that some decks come with a thin layer of oil or something. If you don't clean the deck surface first the tape peels. Jessup also is a good tape. And any grip tape will not come clean after Georgia red mud gets on it no matter what you use to clean it with. Also if you ever want to take it off, you will need a new paint job. I would stay away from using grip tape.
