I used to get that every once in a while back in Colorado.
I think you have to have slushy conditions, and a fairly flat hubcap surface for it to work.

 

Cool! I've been driving in Chicago for nine years, and I've never seen anything like that!

Then again, there's usually enough salt on my car to melt snow off OTHER cars, so I can't say I'm surprised. @_@

 

That does look pretty cool, but not really a chance of seeing that in the metro Atl area.

 

Bite your tongue .. i remember several freak snow and ice storms in Hotlanta not too far back. Matter of fact, i think that there was one about 6 or 7 years ago where schools, malls and shops closed a day early in anticipation of the storm. Turns out Atlanta only got a covering of ice, but didnt know how to treat it. City was frozen over for days.

I notice yesterday as well the hub cap on a Ford Utility Van ( look like a dog dish ) and it had ice spikes like that. Look like a dirty dog collar. Yeah, the weather in NJ sucked yesterday, thank goodness Spring is only weeks away.

 

My 63 vw type 2 deluxe a few years ago. The trip was from Springfield Mo to north Arkansas.
