Incorrect instrument panel - to keep or not to keep?
My first thought was that it HAD a manual in it got swaped out but did not change the cluster. but if you say the title is clean then I don't know.
When my cluster was replaced back in 05 they had my box for like 3 days b/c they said they had to program the new cluster with my old info.

I'd keep it... Id just make sure (knowing how dealerships are) it doesnt effect anything in the long run... I doubt it but delaerships pull some stupid stuff out of their asses sometimes.. But it's definitly clean looking without the gears
The gauge cluster does store the miles, I have swapped them and know it's a fact.
I am sure that your gauge cluster was swapped out, for what reason I don't know.
The xA that had the gauge replaced, the dealership had to program the new one with the mileage.

I actually prefer it as dark as possible. With the limo tint all around (except the front), it is very dark at night in the rear, even during the day it makes a huge difference.
