You used the wrong wire. You need to find a wire that has 12 volts when the parking lights are turned on and stays at 12 volts when the headlights are turned on. It's either thatg or you grounded them to the headlight wire so that when the headlights are turned on you don't have a ground for the fog lights. Only two things I can thnk of that would do what you are describing. Where did you get your wires and what wires did you use?

Thanks for the response! I appreciate it a lot! I grabbed the 4 wires that are right next to the relay box under the steering wheel. And also next to the traction control switch. I have another question. There are 4 wires but my switch only has 3 connections. Am I not to use one wire?

I suspect that one of the four wires is an illumination wire for the stock switch to light it up when the headlights are on. The rocker you have doesn't have this feature so it doesn't have the forth wire.

hmm okay. so i have found that within those four wires there are 2 green wires, 1 white, and 1 grey. i also figured out that if i connect to the 2 green wires the fog lights get power when the parking lights are on. however when one is not touching the other or in a circuit with each other the fog lights do not power on. does anybody know what each of the four wires do?

Green is Toyotas color for their illumination wires so it has power when the parking lights are on. If I remember correctly white is ground and gray is the ignition wire. You should test the lines with a multimeter to verify everything though.
