Default Scion xB 2011 (Gen2) hood won't open. Pull cable overly extended..

Well, I'm hosed. Someone popped my hood and stole my battery a while ago. Replaced it. Now a few months down the road my hood won't open.

Pulling the lever in the car, it was loose. I was able to then pull the cable behind it. It stays permanently out now...but doesn't pull through the hole behind the internal lever.

Are there any tricks here? Dealership says estimate of $150 to get it loose. More depending on issue.
