Fog lights
Although I had 3000k for my xa, I decided todo like many and just use the oem bulbs. Not bad at all. The xa it seems the fogs were too wide of a beam to be that effective with the different color.
If you actually want to use them as FOG lights, then you should stick with 3000k (or close to that), because it minimizes the reflection of white light off of the fog.
If you're just using them as complimentary driving lights, then match them to your headlights.
If you're just using them as complimentary driving lights, then match them to your headlights.
Not HID fogs, but here are mine with the H11 Hella Optilux Extreme 2500's installed:

I mostly just like how they look. Any of the fog lights designed to only be on with your headlights like these are not as effective in the fog as they would be if they could be on alone.
As CIONIDE says, no more than 3000k if you are doing fogs.
If you are doing a driving lights type thing (which is really more in line with the function of the Scion fogs) pick a color that makes you happy.
