It all depends on wheel width, amount & type of drop (springs/coilovers/air bags?), how much tire stretch you're willing to accept, and if you're willing to roll the fenders. There's really no single maximum offset that will work for all situations.

When you know what wheels you want, find out what the available offsets are. Then the best offset and tire size can be determined against your drop. If you're trying to pick a wheel size & offset, without first determining the wheels you like & the drop, you're almost guaranteed frustration and failure.
