Do I need new lugs or not?
I just bought a set of tc OEM wheels for my xD...
The tc's lugs are flat, right? Not tapered like the ones on our steelies, is that right?
I just want to make sure I have the correct lugs before I go doin' anything stoopid....

Yessir,
you will need washer style lugs for tc wheels.
Reference pic below, we use style A on the xd, style C on the tc, and B's are mostly common on Honda and Volkswagen
