Quick TRD Sturt Bar question

Quick TRD Sturt Bar question
i just got a trd strut bar (the red one, not the straight blue one) and it came with black tape of some sort anybody know what thats for? also i take off the strut 3 strut bolts and there is a black gasket like thing. does that go on top or below the strut bar? thanks in advance
