Blown fuse?

Default Blown fuse?

A while back I installed cold cathode lighting (probably about nine months ago) and everything has been good thus far till tonight.. Started up my car, flipped the switch to turn them on and they flicked once and turned off. I have them tapped into my cig lighter. I tried to see if the cig lighter itself was working so I pushed it and left it to "heat up" but it wasn't so Im assuming I blew a fuse. How do I know if the fuse is blown?

Edit: Yep blown fuse. Checked my wiring and one of the connectors slipped off and must've made contact with something.
