Default 12V power outlet, want to make it hot

I looked through the first 2 pages of search and didn't find anything, sorry if this is already up here, just direct me to it if you know

I'm wanting to fix my power outlet to where its on all the time, I think I might put a switch on it so I can manually turn it off if I want to, but thats probably unnecessary.

Anyways I was wondering how to go about this since everything but the lights power off when the car isn't on, Would I wire it straight through to the battery or piggyback off of interior lights or something? Any help is appreciated, thanks

So that I can charge my phone/bluetooth headset/gps/etc. while I'm not driving and not at home. I mean it's 2009, everything is rechargeable today, and if I'm going out to eat and my phone is dieing, I'd like the option of charging it like I could in my old car. I know everything shuts down so I don't kill the battery, but I drive the car every day, it's not like I'm leaving stuff charging there all the time, I want the option of using it without the key.
