What do I do? I'm new to this. It was a very minor accident, only a few scratches but obviously the paint was removed.
I got his license plate number and insurance number. Along with his cell phone.
How much will this cost to fix up?
He was driving a Chevy Malibu v6 and the accident occured on the intersection of Garvey and Garfield. Apparently he wasn't looking and hit me.

well, if i were you, i should've gotten his Plate #, Driver's License #, Name, Adress, Phone, Insurance, and its Policy #. then contact your lawyer. (or is it the insurance?)

You call his cell and get the rest of his information., like bB626 specified. Then you go to your favorite car shop and get a quote on how much it'd cost to fix. Depending on the cost you can go about it two ways. Offer to have it settled without having insurance companies involved, or go through insurance.
After that, you call the person who hit you and offer to settle it without getting insurance companies involved by telling him how much it'd cost to get the car fixed.(insurance premiums won't increase). If the person refuses to settle out of pocket, then you go to your insurance company and say, "I was hit by xxx, here is his insurance xxx, it happened, etc. etc." and usually your own insurance company will instruct you on what to do next. Depending on tbe insurance company you'll be directed towards a car shop that is partnered with the insurance company to get your xB fixed.
Mind you, you'll have to do this process relatively quickly because your insurance company will wonder why you decide to report an accident that happend much earlier than the time you contacted them.
At least, this is what I would do.

if he is paying... go to LONGO SCION.. they have a great body shop, and they can color match it perfectly

I'm not too sure about taking it to Longo. The first time I took my car there they did an excellent job, but the 2nd time I took it there hmmm forget it. I've had to bring my car back twice already and still got to take it back again next week or something. =\

Since the driver hit you, his insurance company should cover the cost. I had an accident last year on my birthday. Luckily, it didn't damaged my ichikoh headlights from Japan. It just damaged my bumper, grill, a little dent on the passenger side fender and the hood. I got the information of the driver, phone number, address, etc. I report the incident to the CHP just incase. And his insurance took care of rest. But the only problem was that if I took it to the body shop that was not under contract with the insurance compay that was gonna pay for the damage and it wasn't done right, then I would be screwed big time. But if it was contracted under the insurance and any mess ups ,you can take it back to the body shop and they'll repair it at no cost.
